Physical Properties And Uses Of Cocoa

Cocoa trees require a warm climate to thrive, specifically within 20 degrees north or south of the equator. There are two different types of cocoa plants: Criollo and Forastero, with Criollo being the most sensitive to weather conditions, making it more difficult to grow and harvest properly. The cocoa trees take approximately five years to reach maturity, and each tree can produce roughly 2.2 pounds of cocoa. NYT report: China leader's family now worth $2.7B

China's Premier Wen Jiabao's mother, siblings and children have accumulated huge wealth since Wen was named vice premier in 1998, according to the New York Times.

The family of Chinese Premier Wen Jiabao, a leader known for his humble roots and compassion for ordinary Chinese, has accumulated massive wealth during his time in power, the New York Times reported on Friday.

"A review of corporate and regulatory records indicates that the prime minister's relatives, some of whom have a knack for aggressive deal-making, including his wife, have controlled assets worth at least $2.7 billion," it said.

The Times' websites in English and Chinese were blocked in China on Friday morning, and searches for the New York Times as well as the names of Wen's children and wife were blocked on China's main Twitter-like microblog service.

Wen's mother, siblings and children have amassed the majority of the wealth since Wen was named vice premier in 1998, the Times reported. Wen was promoted to the premiership in 2003.

Giving one example, the Times said partnerships controlled by Wen's relatives and their friends and colleagues held up to $2.2 billion in stock in Ping An Insurance (Group) Co of China Ltd in 2007, the last year those stock holdings were disclosed in public documents.

Wen's 90-year-old mother had one investment in Ping An that was worth $120 million five years ago, the newspaper added.

The Times said it presented its findings to the Chinese government for comment. The Foreign Ministry declined to respond. Members of Wen's family also declined to comment or did not respond to requests for comment, the Times said.

The State Council - China's cabinet, of which Wen is nominally the head - did not immediately respond to Reuters' requests for comment.

'Ulterior motives'
When asked about the Times story, Foreign Ministry spokesman Hong Lei told journalists Friday that "relevant press reports are steering China's image driven by ulterior motives."

Xi's relatives have investments in companies with assets of $375 million, and an 18 percent indirect stake in a company with $1.7 billion in assets, Bloomberg news reported in June.

Bloomberg's website has been blocked in China since that report was published, underscoring the sensitivity of the Party and government towards such revelations about top leaders.

In the case of Wen and his relatives, the names of family members "have been hidden behind layers of partnerships and investment vehicles involving friends, work colleagues and business partners," the New York Times said.

It said Wen's family's holdings include a villa development project in Beijing, a tire factory in northern China, a company involved in building some of the venues for Beijing's 2008 Olympics including the "Bird's Nest" main stadium, and Ping An Insurance, one of the world's largest financial services companies.

Wen's younger brother has a company that was awarded more than $30 million in government contracts and subsidies for waste water treatment and medical waste disposal in some of China's biggest cities, and controls $200 million in assets in a number of companies, the Times said, basing its estimate on government records.

The Chinese public has a fondness for Wen, who is often referred to as "Grandpa Wen" in the media, for his common touch with ordinary Chinese, and his penchant for rushing to console victims of disasters, such as earthquakes and major accidents.

Arsenic prompts 'Pollen Allergy' product recall, Health Canada says

OTTAWA - Health Canada says a natural health product formerly named "Pollen Allergy" is being recalled because it contains unsafe arsenic levels.

The product is now sold as "Tongqiao Biyan Pian" and it has the natural product number NPN 80035736.

Testing done by Health Canada shows the product contains arsenic at levels that exceed the department's allowable limits.

It also contains an antihistamine and acetaminophen, the pain medication in Tylenol; none of these ingredients is listed on the product's label.

Health Canada says Pollen Allergy was widely distributed to retailers in Alberta, British Columbia, Manitoba, Ontario, Quebec, Saskatchewan and the Yukon by Wing Quon Enterprises of Richmond, B.C.

Consumption of arsenic by pregnant women can lead to pre-term births, stillbirths and miscarriage while children and adults exposed to arsenic may experience stomach pain, vomiting, diarrhea, muscle cramping and weakness.

Health Canada says it is monitoring the recall. It says people who have used Pollen Allergy and who are concerned about their health should contact their health-care professional.

The marquee Senate race this year is in Massachusetts, where Democrat Elizabeth Warren is challenging incumbent Republican Sen. Scott Brown.

"I never thought I'd run for public office, but I feel the urgency of this moment," says Warren. "If we don't make some important changes and make them soon, this country is going to change fundamentally, and it's not for the better."

Democrats took notice of the former Harvard professor late last year, when a?video of Warren speaking on fair taxation and debt surfaced online.

"There is nobody in this country who got rich on his own. Nobody," Warren says in the video. "You built a factory out there, good for you, but I want to be clear, you moved your goods to market on the roads the rest of us paid for; you hired workers the rest of us paid to educate; you all were safe in your factory because of police forces and fire forces that the rest of us paid for."

Warren's popularity among Democrats has only increased since then; there are already people talking, tweeting, and posting about Elizabeth Warren running for president in 2016.

"I have 5 words for that: No, no, no, no, no," says Warren, with a laugh. Though the woman who established the Consumer Protection Bureau is keen to get back to Washington, and says she is willing to work across the aisle and even with a -- unlikely, she says -- Romney administration.

"I want to go to Washington to fight for working families," says Warren "And that is true regardless of who is president and regardless of who else is in the United States Senate."

First Church in Swampscott welcomes new pastor

On Sunday, Oct. 28 at 3 p.m. First Church in Swampscott, Congregational, 40 Monument Ave., will be celebrating the installation of the Rev. Ian Holland as senior pastor.

Holland was originally called to First Church by a vote of the congregation last October. He came to First Church from Boston, ordained through his home church, Old South, Boston, where he originally answered God?s call to ministry.

The Service of Installation is a confirmation of the covenant between First Church and Holland, and will involve the First Church?s sister churches in the Essex Association of the United Church Christ, as well as churches from the Metro Boston Association, and by extension the larger community.

One advantage Blue Jeans has over other conferencing solutions is that users don?t have to ?buddy up? to take calls with one another. Recruiters can create temporal meetings, without having to worry about being contacted on Skype by interested applicants who aren?t quite right for a particular job. LinkedIn has more than 175 million members across 200 countries, so it offers a pretty large user base who can take advantage of the feature.

The integration follows on previous work that Blue Jeans had done to allow users to connect with their Facebook credentials. It also announced in September an integration with Salesforce.com that will allow users to make calls from directly within the Salesforce app.

Blue Jeans has raised about $50 million since being founded in 2009. That includes a $25 million round of financing from NEA, Accel, and Norwest Venture Partners that it raised earlier this summer. The company is on pace to enable 25-35 million minutes of video in a year, which Stu Aaron, chief commercial officer of the startup, estimates is about 10 percent of the enterprise video conferencing market.

Is "Internet Use Disorder" a Sensationalist Condition or a Real Problem?The internet brings us a wealth of information and entertainment. It also brings us several problems, and those may include withdrawal. The American Psychiatric Association has determined there's a psychological issue called "Internet Use Disorder" that may cause you trouble when you're offline.

Here's how the APA defines Internet Use Disorder (IUD):

A preoccupation with gaming, withdrawal symptoms (such as anxiety and irritability) while offline, the need to spend increasing amounts of time gaming (called "tolerance"), loss of other interests and hobbies, inability to limit gaming time, use of gaming to improve mood, deception of family and friends about extent of use, and jeopardizing opportunities because of gaming.

The Consumerist notes that IUD isn't just for gamers, but that other studies have linked the condition to general web use. While there's no question we, as a society, are moving towards internet dependency and that technology is seriously addictive, does it really deserve to be called a psychological disorder? Should we be taking action to prevent it now, or is this an overreaction and we'll simply adjust over time? Could the APA think of no other name for the disorder than one that shares an acronym with intrauterine device? Share your thoughts in the discussions below.

A young elephant attacked a handler at an?Australian zoo. I wish I knew what else happened, but much of the article is incomprehensible.

For example, we?re told that at ?the time of his birth in March 2010, the young male weighed 116 kilograms and one year later tipped the scales at just over 500kgs.? That?s great, but no one knows what a ?kilogram? even is. And ?kgs?? Come on, journalists ? write in English. How many pounds are we talking about here? I?m not a human unit converter. Is 500kgs a lot? Literally no one on Earth knows.

And what about the journalist?s duty to question the zoo staff for not seeing the obvious? ?The zoo said it doesn?t know what provoked the calf. ?It?s unknown at this time why the young elephant challenged the keeper.??

Unknown? We all know what caused this. The elephant has crazy eyes. He was doing bath salts.

Nike severs ties to Armstrong "with great sadness"

NEW YORK (AP) ? Nike has severed ties with cyclist Lance Armstrong, citing insurmountable evidence that he participated in doping and misled the company about those activities for more than a decade.

The clothing and footwear company said Wednesday that it was terminating Armstrong's contract "with great sadness."

"Nike does not condone the use of illegal performance enhancing drugs in any manner," it said in a statement.

Armstrong said Wednesday, just minutes before the announcement from Nike, that he was stepping down as chairman of his Livestrong cancer-fighting charity so that the organization can steer clear of the whirlwind surrounding its founder.

A representative for Armstrong could not be immediately reached for comment.

Nike Inc., based in Beaverton, Ore., said it plans to continue its support for Livestrong. Anheuser-Busch and the sunglasses company Oakley have already pledged ongoing support for the organization.

The U.S. Anti-Doping Agency released a massive report last week detailing allegations of widespread doping by Armstrong and his teams when he won the Tour de France seven consecutive times from 1999 to 2005.

The 41-year-old Armstrong, who overcame life-threatening testicular cancer, retired from cycling a year ago. He announced in August that he would no longer fight the doping allegations that have dogged him for years.

Nike's courting of top celebrity athletes is well known, as are the inherent risks companies assume when doing so.

After Tiger Woods ran his SUV over a fire hydrant in November 2009, eventually bringing to light his infidelities, Accenture, AT&T Inc. and Gatorade cut ties with him. But EA Sports and Nike stood by the golfer.

Nike signed NFL quarterback Michael Vick to a contract during his rookie year in 2001, but ended that pact in August 2007 after he filed a plea agreement admitting his involvement in a dogfighting ring. Vick spent 21 months in prison.

Nike re-signed Vick, who plays with the Philadelphia Eagles, in July 2011. The company said at that time that it didn't condone Vick's actions, but was supportive of the positive changes he had made to better himself off the field.

Shares of Nike edged slightly higher in early trading.

Reprogramming cell identity in the pituitary gland: Discovery could lead to new treatments for Cushing's disease

ScienceDaily (Oct. 16, 2012) ? A team of researchers at the IRCM, supervised by Dr. Jacques Drouin, reprogrammed the identity of cells in the pituitary gland and identified critical mechanisms of epigenetic cell programming. This important discovery, published in the scientific journal Genes & Development, could eventually lead to new pharmacological targets for the treatment of Cushing's disease.

Dr. Drouin's team studies the pituitary gland, which is the master gland located at the base of the skull that secretes hormones to control all other glands of the endocrine system. Disruption of pituitary functions has dire consequences on growth, reproduction and metabolism.

Within the pituitary gland, each hormone is produced by cells of a different lineage. Unique cell identities are created by cell-specific genetic programs that are implemented during development. Appropriate cell programming is a critical process that needs to be harnessed in order to exploit the therapeutic benefits of stem cell research.

In their work, the IRCM researchers showed that the transcription factor Pax7 has pioneering abilities, meaning that it is able to open the tightly-packed chromatin structure of specific regions of the genome. This unmasking of a subset of the genome's regulatory sequences changes the genome's response to differentiation signals such that different cell types are generated.

"We reprogrammed the identity of pituitary cells by using the Pax7 gene in order to create two different types of cells," says Lionel Budry, former student in Dr. Drouin's laboratory and first author of the article. "This allowed us to show that the Tpit protein produces different cell lineages according to the presence or absence of Pax7, and its impact on chromatin organisation."

Cushing's disease is caused by small tumours of the pituitary gland that produce excessive amounts of hormones. For patients with this disease, the abnormal hormone production can lead to hypertension, obesity, diabetes and osteoporosis.

"For approximately 10% of patients suffering from Cushing's disease, we found that the disease-causing tumours contain cells that express the Pax7 protein," explains Dr. Drouin, Director of the Molecular Genetics research unit at the IRCM. "No effective pharmacological treatment currently exists for Cushing's disease. This discovery could ultimately lead to the development of such treatment, based on tumour growth inhibition by hormones, similarly to what is already done for other pituitary tumours like lactotrope adenomas."

This research project was funded by the Canadian Institutes for Health Research (CIHR) and the Canadian Cancer Society Research Institute. Contributors from Jacques Drouin's laboratory also include Aur?lio Balsalobre, Yves Gauthier, Konstantin Khetchoumian, Aurore L'Honor? and Sophie Vallette. In addition, IRCM scientists worked in collaboration with researchers from the Universit? de la M?diterran?e and Hopital La Timone, Marseille in France and Utrecht University in the Netherlands.

(AP) ? Secretary of State Hillary Rodham Clinton's pre-election bid to shoulder blame over the deadly terror attack in Libya failed to silence GOP criticism that President Barack Obama is not protecting U.S. diplomats overseas.

Her written statement was sure to re-emerge as a prominent issue in Tuesday's second debate between Obama and GOP challenger Mitt Romney, and could have long-term ramifications given the persistent speculation that Clinton might run for president in four years' time or stay in public life. And it prompted the Obama campaign to say the president joined Clinton in accepting responsibility.

"Every time an American dies abroad, everybody takes responsibility, from the top down," said Stephanie Cutter, Obama's deputy campaign manager. Asked in an interview whether that included Obama, she said: "Absolutely. ... He's the president of the United States."

In her statement, Clinton accepted responsibility for the safety of the State Department's staff and diplomatic missions. It was quickly brushed aside by leading Republicans.

By becoming the first top administration official to assume blame for the attack last month on the U.S. Consulate in Benghazi, Libya, she sought to take the heat off Obama for the worst debacle at a U.S. embassy or consulate overseas in more than a decade. Four Americans, including the U.S. ambassador to Libya, were killed in the Benghazi attack.

But her message left several lingering questions unanswered, such as whether the attack on the 11th anniversary of 9/11 occurred because of intelligence failures and why administration officials insisted for days afterward that the violence stemmed from protests against an American-made video ridiculing Islam.

"I take responsibility," Clinton said, reiterating comments she made in a television interview late Monday. "I'm in charge of the State Department's 60,000-plus people all over the world (at) 275 posts."

Clinton's remarks may have been intentionally vague. Neither in her interviews or her statement does she spell out what exactly she assumes responsibility for, a tactic that may have been employed to avoid culpability for specific failings or tasks strictly outside her control.

State Department spokeswoman Victoria Nuland said Clinton "was extremely clear what she takes responsibility for, which is the operation of this department, all of the men and women here."

But that assessment offered nothing definitive about intelligence that may have been used to make security decisions before the attack or the administration's initial accounting of the incident as the byproduct of angry protests. The administration since has referred to a well-coordinated terrorist attack.

The intelligence may have come from the CIA or other agencies beyond Clinton's reach; the post-attack messaging likely would have been coordinated by the administration as a whole ? especially after Romney attacked an independent statement made by the U.S. Embassy in Cairo on the day of the Libya attack.

The Benghazi attack has turned deeply political even within the State Department, with Clinton turning message management over to one of her most trusted aides, Philippe Reines.

Reines, a veteran of Clinton's Senate days and presidential campaign, is a key member of a separate crisis management team that has operated from an office on the ground floor of the department's headquarters. It has focused on preparations for last week's congressional hearing and the department's internal investigation.

State Department spokesman Mark Toner called it "a small group of people helping to get materials together for Congress and to support the process."

Clinton, meanwhile, has been largely shielded from the Benghazi fallout. Susan Rice, the U.S. ambassador to the United Nations, was tasked five days after the attack with presenting it as a protest gone awry, and Clinton conspicuously avoided questioning as that account unraveled.

Even in Clinton's own department, officials have been left in the dark by some of the maneuvering. Some say privately that they see Clinton's gesture less as a case of her falling on her sword for the administration, but presenting herself as the statesman who has accepted her part in any failure. By doing so, they said, she is winning praise from some Republicans and taking herself out of the blame game she said in her statement that she wanted to avoid.

Sen. John McCain, R-Ariz., suggested a more muddied picture, noting that "there are many people that believe that Secretary Clinton may have further political ambitions and this could obviously harm that in one way, but also bring in some additional support, possibly from President Obama who can't run again."

With three weeks before the presidential election, the administration has been unable to put to rest its handling of the Benghazi attack that killed Ambassador Chris Stevens, a State Department computer specialist and two former Navy SEALs who were working as contract security guards.

Obama has consistently trumped Romney in polls on foreign policy questions with his frequent reminders to voters that he ended one war in Iraq and was ending another in Afghanistan, and that Osama bin Laden was killed on his watch. But the Benghazi attack has allowed Republicans to widen their criticism of the president, which primarily had been focused on his record on creating jobs and cutting into America's $16 trillion debt.

Outrage has spiked since Vice President Joe Biden's comment in last week's debate with Romney's running mate, Rep. Paul Ryan, that "we weren't told" about requests for extra security at the consulate ? just a day after State Department officials told Congress they were aware of, and rejected, several such requests.

Spokesmen for both the State Department and the White House took pains to make clear that Biden's "we" referred to the White House, where such security requests would not go. Clinton backed up Biden's assertion. "The president and the vice president certainly wouldn't be knowledgeable about specific decisions that are made by security professionals," she said.

Clinton would not answer questions on her statement during a visit Tuesday to Lima, Peru, and Obama ignored reporters asking about the secretary's comments as he left Williamsburg, Va., for the debate later Tuesday in New York.

Romney had no immediate reaction, spokeswoman Gail Gitcho said, but pointedly noted that she "expected" the issue to come up again during the debate.

Republican senators sought to shine the spotlight back on Obama, crediting Clinton for "a laudable gesture," while insisting that responsibility for the Benghazi attack lies squarely on the president.

"I think it's very laudable that she should throw herself under the bus," McCain told Fox News on Tuesday. "But first of all, responsibility for American security doesn't lie with the secretary of state. It lies with the president of the United States.

"It's either willful deception or a degree of incompetence and failure to understand fundamental facts on the ground," said McCain, the losing candidate in the 2008 presidential election.

Clinton rejected that the post-attack explanations were intentionally misleading, and sought to carve out a position for herself above the political fray.

"Everyone who spoke tried to give the information they had," she said. "As time has gone on, the information has changed, we've gotten more detail. But that's not surprising. That always happens. And what I want to avoid is some kind of political 'gotcha' or blame game going on."

"I know that we're very close to an election," she added. "I want just to take a step back here and say from my own experience we are at our best as Americans when we pull together."

Softbank Buys Sprint - Business Insider

Today, CNBC?is reporting that Japanese telecom company, Softbank has purchased a 70% stake in America's third-largest wireless telecom company.

Softbank will pay $20 billion in the deal, says CNBC, who cites people close to the situation.

The deal is expected to be announced tomorrow morning.

While several aspects of the deal are still being worked out, CNBC says, "the boards of both companies have signed off on a transaction under which Softbank will buy $8 billion worth of shares directly from Sprint?and tender for another $12 billion worth of the shares from existing holders."

Softbank is gaining this stake in Sprint at a premium. CNBC reports, the price of the offer is $7.30 a share, a large premium to Sprint's current price. Because of the deal's structure, it will not require a shareholder vote.

Last week it was speculated that Japanese telecom giant, Softbank, was interested in purchasing a majority stake in Sprint.

In an internal memo last week, Sprint's CEO, Dan Hesse, advised employees to continue working and "please stay focused on delivering strong fourth quarter results."

Jill in a Box: Addicted to self improvement

I think I am addicted to self improvement books.?Are these?any different to self-help books, I hear you ask? I think it's the term used by people who think they are too good for self-help books. Self-help is generally looked down upon. Self help?is for people who have big problems. Self improvement is for people who generally have good lives?and want to make them better. You know, self obsessed, selfish, self absorbed, nothing-better-to-do narcissists. #Firstworldproblem people. People like bloggers. People like me. So, I have a good life and I want?to make it better and I think that is worth investing in and thinking about. So shoot me. Is it such a crime? I should be saving the world or generally be more self sacrificing. I have?enough money, a home, a job, two healthy children, a stable relationship,?I'm generally happy.?I should just shut up and get on with it, shouldn't I? But maybe I wouldn't have these things if I didn't read so many self improvement books.?And the thing is,?I want to save the world. And luckily, there is a book to help me do it! (See below)?Oh, dear -?does that makes me a bleeding heart do-gooder that should just leave well enough alone?

If you too wish to spend hours poring over books to help improve your already good life, and if you think the world is worth saving, here are some reading suggestions. (P.S. my interpretation of self improvement is quite broad, as you will see from this collection.)

Okay, first up;

When I first started reading the School of Life Series?edited by?Alain De Botton (which includes the two books?above), ?I thought, hmmm - these are self improvement books written by people who have not read any self improvement?books, and possibly even scorn the genre. They made me think of Emily Nussbaum's review of Alan Sorkin's new show 'The Newsroom'?in the New Yorker:?"Sorkin's shows are the type that people who never watch TV are always claiming are better than anything else on TV." Needless to say, I don't like Alan Sorkin shows (shoot me again, if you want - yes, even 'The West Wing'. Emily Nussbaum's review titled 'Artificial Intelligence'?nails precisely why I don't like his shows - you can read it here.)

But,?I was wrong about these books (believe or not, "I was wrong" is one of?my favourite phrases).? I don't know if the authors have read any other self improvement books (Roman, John-Paul, care to comment?), but it doesn't matter, because both these books have helped me a lot. I have quoted Roman Krznaric a couple of times on the interwebs, and his comments have resonated with a lot of people - particularly?his theory of?"having some of it all" mentioned in this previous post about the whole 'having?it all' discussion.

Jean-Paul Flintoff's book has reminded me that small actions to change the world matter and are worthwhile - it's important to try and think about ways you can make a difference to whatever it is you think is worth making a difference to, rather than finding it all too overwhelming and not bothering because it all seems too big and hard. He talks about the value of "mini-victories" and that each step towards this can be "enjoyable and valuable in its own right". He reminded me that changing the world can be enjoyable. But I can't help hearing this voice in my head: "That's all very well, but this is just a watered down, middle-to-upper class, self serving version of saving the world so rich people can feel better about themselves." This is the sort of stupid, pointless voice that stops me from doing potentially worthwhile things, when really, I should be drawing on all my advantages and resources to change the world. It's people like me who should be changing the world - people with enough food and money and?a stable life.

I am going to just briefly mention some other self-help/self-improvement books here. I know I have?mocked the whole '7 things' thing before, but?I did find these books helpful:

  • Seven Secrets of Successful Parenting?or How to?Achieve the Almost Impossible - from Toddlers to Teens by Karen Doherty and Georgia Coleridge
  • The Seven Habits of Highly Effective Families by Stephen R.Covey (yes, he's?the 7 Habits of Highly Successful People guy?but I haven't read that book.) He does tend to?go on a bit and I didn't read all sections in full,?but I still found it useful.
  • Weird Ideas That Work by Robert I. Sutton?(This is a work-y, management book, but I think it is applicable to many contexts. It offers "counter intuitive strategies to unlock ideas you never knew you had."
  • 7 Myths About Women and Work (yes, 7 again) by Catherine Fox, an Australian Financial Review columnist with a great Twitter handle: @corporatefox. I think I am operating better in the workplace after reading this book.
  • Imagine by Jonah Lehrer -?okay, okay, he got fired from The New Yorker for making up quotes by Bob Dylan in this book and he was criticised for serving up a bunch of? neuroscience babble (the new psycho-babble) but this book helped me. It reminded me that good ideas often come from strange and unexpected places?and he?gave me ideas about how to be more creative in my work (even when it's boring) and in my life. I haven't finished any of the?other neuroscience babble books I've tried, so this is the one I recommend.
And finally, a warning. Do not buy this book! 'The Only Way to Win: How Building Character Drives Higher Achievement and Greater Fulfilment in Business and Life'. I am fairly embarrassed about buying a book with a title like this, but the contents are even worse than the title. It's full of stupid pyramid diagrams representing, well - all the stupid ideas in the book - and there are also silly charts and lists to help you "build character muscles" and "character score-cards." ACK! I also really dislike books that constantly refer to what you will think about your life on your deathbed, which this book does.?I could talk about more books, but I think that will do. For now. I've got?some self improving to do.

A 34-year-old Jefferson City man has been arrested on suspicion of online crimes involving minors.

Authorities from the Boone County Sheriff?s Department Cyber Crimes Task Force, working with Jefferson City Police, took Nicholas Bax into custody Friday morning.

Bax started emailing with an undercover detective, who he thought was a 14-year-old Boone County boy, on September 14.

After exchanging several messages, their communication moved to text messaging, which continued through October 6.

Bax is reported to have enticed and encouraged the fictional teenager into meeting to engage in sexual conduct. He allegedly attempted to actually meet the boy after the child supposedly snuck out of his house late one night, but Bax couldn't find him.

It is also believed Bax sent the detective a sexually graphic photograph of himself. Bax also apparently attempted to persuade the child to send him sexually graphic photos.

The emails and text messages reviewed in this investigation were traced to Bax. A search warrant was executed at his residence Friday morning, and several items were seized, including the cell phone allegedly used and a computer. Bax was then arrested and taken to the Boone County Jail in Columbia, where he is awaiting the filing of formal charges by the Boone County Prosecuting Attorney?s Office.

Bax was arrested on suspicion of the attempted enticement of a child, the attempted sexual exploitation of a minor, and the attempted sexual misconduct of a child. Bond has not yet been set.

Senate's 'watered down' sin tax bill a disappointment ? BIR's ...

(Updated 7:17 p.m.) The Senate?s ?watered down? version of the sin tax bill ? a measure to restructure excise tax on tobacco and alcohol products ? is a big disappointment, Bureau of Internal Revenue Commissioner Kim Henares said Thursday.
?
?Our Secretary of Health had already said they were very disappointed? Those statements basically reflect how I feel,? Henares told reporters on the sidelines of case filling at the Department of Justice. ?I don?t have to say more than that.?
?
Henares, who heads the government?s top revenue collection agency, noted the additional tax take from the measure would go to the Department of Health, not state coffers.

The Aquino administration will push for the amendments to the sin tax measure as the committee report will still be tackled on the Senate floor. ?We?re going to advocate [for the P60 billion]. It will still go to plenary,? according to the BIR chief.

?It is a health measure? Whatever is collected from the sin tax? lahat ay mapupunta sa health,? the BIR chief said.
?
?Kung ang nakokolekta natin sa excise tax sa sigarilyo ay P45 billion, pero ang medical expenditures ay P144 billion?? Henares noted, saying government would be ahead in terms of revenues versus expenditures ?kung walang maninigarilyo...?

Even Senator Ralph Recto's colleagues in the Senate objected to his version of the sin tax bill and vowed to amend it.

In statement, Senator Miriam -Santiago said she was dismayed with Recto's committee report.
?
"I am gobsmacked ? speechless with amazement ? at the committee report. It bears no recognizable resemblance to my bill. It is an abject surrender to the very rich and very powerful tobacco and alcohol lobby," she said.
?
Santiago is the principal author of Senate Bill No. 3249, "An Act restructuring the excise taxes on alcohol and tobacco products."
?
The bureau collects around P60 billion in excise taxes from tobacco and alcohol products and, through the new sin tax measure, the executive department expects to add another P60 billion.
?
The Senate ways and means, chaired by Recto, recommended on Wednesday a sin tax measure that will raise P15 billion to P20 billion in additional revenues for government.
?
This is lower than the bill approved by the House of Representatives last June which is expected to raise P31.35 billion in the first year of implementation and much lower than the proposal of the Aquino government which is expected to raise P60 billion.
?
Under her bill, Santiago said government stands to gain P60 billion in additional tax collections in the first year.

In an interview with reporters, Senator Franklin Drilon said he is recommending a two-tier system covering the highs and lows of taxing sin products.
?
The lower level should be equivalent to a tax rate of P15 and the high-end at P30, Drilon said, noting the high and low should be merged in a single rate after two years.
?
He the bill would likely be approved by mid-November. "We just have to move quickly.

?My agreement with Senator Recto and other senators is that we will finish the sin tax debates before we commend the debates on the budget in mid-November," Drilon added.

In a separate interview with reporters on Wednesday, Recto said his bill is not a watered down version but a realistic, responsible version of the the government?s proposed measure.

"This is not watered down, because the proposal of DOF? we hosed it down based on rosy assumptions and rosy projections," he said.

Government's projection of P30 billion in additional revenues on tobacco is unrealistic, according to the senator.

"There is a point of diminishing return. You want to wipe out the deficit? Patawan natin ng kada cigarette P100... We wipe out the deficit, pero may bibili pa ba nun? Makokolekta pa ba yun? Sa papel lang makokolekta yun," Recto noted.?

?I was inloved in many reform measures. This one is 14 years in the making. This is one of the most difficult reforms. I had hope that? [the Senate version would] be different,? said BIR's Henares.

Still, Recto said he is open to amendments. "This is a committee report. May proseso. Eto ang recommendation ko. Ang i-iral dito ang kagustuhan ng Senate for a Senate version.

?We?re 23 senators and I?m just given the task of putting out a report. Whether this will be further reduced or increased, will be subject to a vote," Recto added.

In press briefing Thursday, Presidential Spokesperson Edwin Lacierda said that Malaca?ang will continue to push for its own version of the law.

Echoing the sentiments of Finance Secretary Cesar Purisima and Heath Secretary Enrique Ona, who ?expressed some dismay,? the Palace official noted the basis of Malaca?ang?s reaction to the Senate bill.
