Such trends, and demand from the rebuilding effort, may have helped contribute to a rise in consumer confidence, reflected in stronger retail sales, the trade ministry reported Thursday.

Retail sales rose 3.5 percent in February, up 0.2 percent from the month before. It was the largest year-on-year gain since August 2010, the trade ministry said.

However, demand was also boosted by government subsidies for car purchases, which rose 21.4 percent from a year earlier in February, after jumping 24 percent in January.

She rose slowly to play the final two games and lost both, but grinned as she walked to the exit, perhaps because she was headed for a well-deserved rest.

Weary after winning three consecutive three-set matches, Williams was eliminated Wednesday by Agnieszka Radwanska in the quarterfinals of the Sony Ericsson Open, 6-4, 6-1.

"It was disappointing not to be able to feel my best today," Williams said. "I was able to keep it close in the first set and try different strategies, but it was definitely a mental battle, and today I didn't conquer the mental part of it."

Top-ranked Victoria Azarenka lost for the first time this year when she was beaten by Marion Bartoli, 6-3, 6-3. Azarenka had won 26 consecutive matches, a streak that dated to the beginning of 2012.

In the men's quarterfinals, No. 2-seeded Rafael Nadal continued his bid for his first Key Biscayne title by beating No. 6 Jo-Wilfried Tsonga 6-2, 5-7, 6-4. His opponent Friday will be 2009 champion Andy Murray, who overcame an upset stomach and early deficit to beat No. 9 Janko Tipsarevic 4-6, 6-3, 6-4.

Williams' serve lacked its usual velocity, and by the final game she wasn't even chasing shots in the corner. The tournament was her first since the U.S. Open last August, when she withdrew after being diagnosed with a fatigue-causing autoimmune disease.

"It has been a great tournament," she said. "Obviously I'm disappointed and would have liked to have gone further, but it's a great start."

Eager to keep points short in the 85-degree sunshine, Williams charged the net often but frequently had to lunge for shots. She committed 38 unforced errors to 10 for Radwanska, and won only five of 26 points on her second serve.

"It was pretty hot out there," Radwanska said. "Maybe that was why she didn't look that good."

Two Williamses were eliminated in 18 hours. Younger sister Serena lost Tuesday night to former No. 1 Caroline Wozniacki.

Current No. 1 Azarenka was off to the best start on the women's tour since Martina Hingis went 37-0 to begin 1997. An unreliable serve and atypical mistakes from the baseline doomed her against Bartoli.

"I'm a human, not a superwoman, and I wish I could be, but I'm not," Azarenka said with a smile. "I feel disappointed, sure. Who wouldn't be after the loss? But what I've done in the last couple of months, I have to be really proud of myself."

"Sometimes I took the ball extremely early," she said. "It was almost table tennis."

Venus Williams needed a wild card to enter the tournament because she's ranked 134th. The three-time Olympian's goal has been improve her ranking enough to qualify for the London Games, and she's projected to climb next week back into the top 90.

In the past, the cutoff for making the Olympics has been around 68th. Teams will be chosen based on rankings in early June.

Radwanska, ranked a career-best No. 4, advanced to the Key Biscayne semifinals for the first time. She's 0-4 this year against Azarenka and 24-0 against everyone else.

She beat Williams in 2006 but had since lost five consecutive meetings.

"Of course she had some time off last couple of months," Radwanska said. "But she's still a great player. I really had to play very well today to beat her."

Williams overcame a match point in the third round against Aleksandra Wozniak on Sunday night, and said she was up until 4 a.m. afterward. She recovered to beat No. 15-seeded Ana Ivanovic on Monday.

Williams said her ailment requires her to save all her energy for tennis, but she strayed from that approach with a day off Tuesday.

"I should have rested more probably," Williams said. "After a while you start to feel like maybe everything's behind you. I definitely learned maybe if you're doing something right, don't change it."

Her energy reserve appeared low from the start of the quarterfinal, and she lost the first seven points. Radwanska took advantage of Williams' lethargy by hitting several drop shots for winners and pouncing on weak second serves.

When Williams had a chance at an easy overhead, she walked up to the ball flat-footed. Facing break point early in the second set, she mustered only a 72-mph first serve, well below her norm of 110 or more.

Williams lost the final six points, dumped her last shot into the net and began looking ahead to the clay-court season. She plans to play next week at Charleston, S.C.

MASSENA, N.Y. (AP) ? Larry Thompson sits high in his tractor cab and drives to a chain-link fence along his family property on the Mohawk Indians' Akwesasne Reservation, where they fished, grew vegetables and played as children. He points to a toxic landfill about 30 feet away, stretching toward the St. Lawrence River.

"The whole hill," he says evenly. "Our gardens were right here, where that sign is."

Thompson's family put up the sign 20 years ago, warning: "PCBs, danger area."

The rural landscape, with houses scattered among fields and trees and along the river, is part of ancestral tribal homelands that once extended 125 miles south to the Mohawk River. The reservation, about 21 square miles on the U.S. and Canadian sides of the St. Lawrence, is home to about 16,000 people.

Immediately upstream is a shuttered General Motors factory, now a federal Superfund site where tons of toxic waste have been removed. Tons more remain, including the 12-acre landfill that has been capped with a layer of clay and grass and declared safe, no longer a threat.

PCBs, or polychlorinated biphenyls ? considered probable carcinogens ? are the main contaminant, dumped as sludge after use as electrical equipment coolants. Studies 20 years ago documented higher than normal PCB levels in the breast milk of Akwesasne nursing mothers and more recently in adolescents; the toxins persist in human tissue for years. High levels have been found in St. Lawrence River turtles and fish, which the state cautions against eating.

"There's no question there's a legacy of PCB contamination in this area," said Judith Enck, regional administrator of the Environmental Protection Agency and a former top environmental official for New York. "And the Mohawks have raised legitimate concerns for decades."

Despite government assurances that immediate health and environmental hazards are gone, anger and fear persist over what some people here see as a long-running attack on their land, their lives and even their sovereignty. Thompson's wife, Dana Leigh, calls it environmental genocide and a continuation of George Washington's 1779 order to colonial troops to lay waste to their settlements.

Among 89 polluted ex-GM industrial locations around the country, the 270-acre site at Massena is getting the largest single share, about $121 million, of the $773 million cleanup budget established in bankruptcy court last year. The new, post-bankruptcy General Motors is no longer legally liable, but Thompson says the company, which posted 2011 net income of $7.6 billion, should pay for a full cleanup and remove the landfill.

"The fact that it's still there, people are frustrated about it," said Ken Jock, director of the St. Regis Mohawk Tribe's environmental division. "It seemed like it's a commonsense thing. When you dump your waste in the back, you clean up your mess."

The tribal council maintains it never consented to a permanent landfill, even in its agreement 20 years ago to a cleanup plan with EPA, the car manufacturer, and the state of New York.

Thompson, 57, drove his backhoe last summer through the fence and began digging up the landfill himself. The former steelworker, who was arrested and spent four days in jail, claims the Superfund site is actually on Mohawk land that was never legally ceded. His initial court appearances drew crowds of supporters.

"I hold the federal government responsible, New York state responsible, Chevrolet responsible," Thompson said. "As it is, they made a deal. They think that's over with? I don't think so."

He and his wife, who have three children and 13 grandchildren, said they have a responsibility to look ahead for the welfare of future generations.

Thompson is free on bond and faces trial, probably this fall, on a felony count of criminal mischief and misdemeanor charges of reckless endangerment and resisting arrest. RACER Trust, which owns the site, wants $70,000 for minor landfill repairs.

Prosecutors declined to comment.

"The real crime that's been committed here is by General Motors," said James Ransom, former St. Regis Mohawk chief. He said the issue is money ? and everyone at Akwesasne agrees with Thompson. "The United States basically let them shed their toxic assets. Communities like ours pay the price for that."

The tribal council said it doesn't condone what Thompson did but understands his aggravation. For his part, Thompson, who goes by the Indian name Kanietakeron, has renounced his affiliation with the tribe in court papers, saying he is "a true sovereign" who can claim the land under its original title, a claim that includes the GM site.

Altogether 82, or almost 5 percent, of federal Superfund sites designated for priority treatment nationally are classified as "Native American Interest," including Massena and four others in New York.

GM made aluminum cylinder heads here starting in 1958, polluting the land and water with PCBs, heavy metals and other toxics. It closed in 2009. The site was designated a federal Superfund priority in 1984, with contamination in two disposal areas, the industrial landfill and four lagoons.

The federal government says it has eliminated the "immediate exposure pathways" of contaminants leaking into the river and groundwater. After river dredging, groundwater containment and waste removal, the cleanup agreement calls for leaving the landfill as it is. Monitoring and other cleanup work continue.

"We believe that the 12-acre landfill has been contained and that it does not pose a threat to public health and the environment," said EPA's Enck.

But Dr. David Carpenter, director of the Institute for Health and Environment at the State University at Albany, said the landfill poses a health threat because of PCB air contamination.

"In fact landfills are not secure," Carpenter said. "PCBs volatilize and escape into the air. I'd be very much in favor of digging it up. It should be moved totally away from the reservation."

Enck said plans do call for the landfill to be moved 150 feet from the tribal border in 2014. Carpenter said the EPA has made real cleanup progress, but that would do more harm than good.

On Thompson's side of the fence, several houses on the reservation are a stone's throw from the landfill and along the river where people still live. The house where Thompson grew up is here at Raquette Point; Thompson and his wife moved out 24 years ago when they learned of the pollution.

Akwesasne also lies downstream and downwind from Reynolds and ALCOA aluminum factories that were also polluters. Ransom, the former chief, said fluoride from those factories made cattle sick.

Thompson believes cancer, diabetes, thyroid disease and other ailments have afflicted generations of people who lived on the reservation. While there are no definitive cancer studies proving the PCBs have caused illness at Akwesasne, Carpenter said recent research has shown a strong relationship between PCBs and low thyroid hormones, adult diabetes and heart disease.

Thompson says he was pushed to act partly because of his sister's kidney cancer and the liver cancer of a childhood friend, though neither illness is officially attributed to the pollution.

Neither the state health department nor St. Regis tribal officials have recent data on cancer cases in the region, spokesmen said.

Air and groundwater monitoring in the area continues, Jock said, and the tribe's environmental division plans to sample fish in the St. Lawrence and its tributaries this summer for PCBs and other contaminants, duplicating a major study in 1988 that found high levels of PCBs in fish.

"We expect that levels will be lower," Jock said. "But we aren't sure about how much or whether we're going to get to safe levels for Mohawks to consume."

Army sergeant to be charged in Afghan killings

WASHINGTON (AP) ? The U.S. military intends to tell Army Staff Sgt. Robert Bales Friday he faces 17 counts of murder and six counts of attempted murder, along with other charges, in connection with a shooting rampage in two southern Afghanistan villages that shocked Americans back home and further roiled U.S.-Afghan relations.

The charges come almost two weeks after the massacre in which Bales allegedly left his base in the early morning hours and shot Afghans, including women and nine children, while they slept in their beds, then burned some of the bodies.

Bales will be read the charges on Friday at the military prison at Fort Leavenworth, Kan., where he has been held since being flown from Afghanistan last week, a U.S. official said.

Bales' civilian attorney, John Henry Browne, said Friday without commenting on the specific charges that he believes the government will have a hard time proving its case and that at some stage in the prosecution his client's mental state will be an important issue.

In addition to murder and attempted murder, the charges will include six counts of aggravated assault as well as a number of other violations of military law, said the official, who spoke on condition of anonymity to discuss the charges before they were announced.

The 38-year-old soldier and father of two, who lives in Lake Tapps, Wash., faces trial under the Uniform Code of Military Justice, but it could be months before any public hearing.

Legal jurisdiction in the Bales case is expected to be switched Friday from U.S. Forces-Afghanistan in Kabul to Bales' home base of Joint Base Lewis-McChord near Tacoma, Wash., U.S. officials said.

Defense Secretary Leon Panetta has said Bales could face the death penalty if he is convicted of murder, but it is unlikely. The U.S. military has not executed a service member since 1961. Legal experts say Bales could face a lengthy prison sentence if convicted.

The attorney said Friday on CBS' "This Morning" that he spent 11 hours this week with Bales at Leavenworth and found him to be shocked by the accusations against him.

"He has some memories about what happened before the alleged events and some memories after the alleged events and some windows here and there into things, but he really doesn't have any memory," Browne said. "My meetings with him clearly indicate to me that he's got memory problems that go back long before that."

Browne said Bales had earlier suffered a "concussive injury which is serious" and that it was "not treated for a variety of reasons," which Browne did not explain.

Browne said his reaction to the government's allegations is: "Prove it." He said he believes the government will have difficulty proving its case because "there is no crime scene" and a lack of important physical evidence like fingerprints.

Military authorities had originally said Bales was suspected in the killing of 16 Afghan villagers, nine children and seven adults. They changed that Thursday to 17, raising the number of adults by one but without explaining how the change came about. It's possible some of the dead were buried before U.S. military officials arrived at the scene of the carnage. Six Afghans were wounded in the attack.

The slaughter of Afghan villagers was yet another blow to U.S-Afghan relations. It followed a series of missteps, including the mistaken burning of Qurans, which prompted violent protests and revenge killings of American troops in the war zone.

The killings also prompted renewed debate in the United States about health care for the troops, who have experienced record suicide rates and high rates of post-traumatic stress and brain injuries during repeated deployments over a decade of the wars in Iraq and Afghanistan.

Bales was on his fourth tour of duty in a war zone, having served three tours in Iraq, where he suffered a head injury and a foot injury. He was assigned to the 2nd Battalion, 3rd Infantry Regiment of the 3rd Stryker Brigade Combat Team, of the 2nd Infantry Division, which is based at Joint Base Lewis-McChord.

Browne has portrayed his client as a patriot, loving father and devoted husband who had been traumatized by a comrade's injury and sent into combat one too many times.

But there have been conflicting reports about what exactly Bales saw relating to the comrade's injury. A U.S. defense official said that while it is likely that a soldier from Bales' unit, based in the Panjwai district of Kandahar province in southern Afghanistan, suffered a leg wound a day or two before the March 11 shootings, there is no evidence that Bales witnessed it or the aftermath, or that it played any role in his alleged actions.

The official spoke on condition of anonymity to discuss an internal review.

Afghan officials have asked the United States for some role in the criminal proceedings, perhaps as observers, and to be kept up to date on the case. The government of Afghan President Hamid Karzai has not demanded that Bales be turned over to the Afghan justice system, although some in the country's parliament did. The Afghans have also urged a fast resolution of the case.

Army officials have said Bales was cleared for return to duty after the head injury he suffered in Iraq.

Bales joined the Army in 2001 after a Florida investment business failed and after he had worked with a string of securities operations. Bales and a broker at one company were hit in 2003 with a $1.5 million arbitration ruling after an elderly couple charged that their holdings were decimated.

He also was arrested in 2002 for the drunken assault of a casino security guard and had to complete an anger management class. There also are reports of a second incident involving alcohol, although Bales was never formally charged.

A sheriff's department report released Thursday says Robert Bales was accused in 2008 in Washington state of shaking hands with a woman, pulling her hand into his crotch and then punching and kicking her boyfriend. It described Bales as "extremely intoxicated."

I also plan to open a Roth IRA and would like to put $ 5000 (maximum amount). I have 30 more years to retire. At this point, is it advisable for me to invest the amount in the Roth IRA in mutual funds or in stocks? Best answer:

Initially, I would invest in mutual funds. As your Roth IRA grows (say in five years or so), you might want to invest PART of it in good quality stocks. But stay diversified.

WASHINGTON ? President Barack Obama's announcement Thursday that he has issued a directive to fast-track the southern segment of the Keystone XL pipeline was met with derision by Capitol Hill Republicans, who said he was trying to have it both ways on the matter.

At the site of the new project near Cushing, Okla., Obama said one reason for delays in approval of the overall project has been the concern expressed by Nebraskans ? including Republicans such as Gov. Dave Heineman ? about the pipeline's original route through the Sand Hills and the Ogallala Aquifer.

Obama reiterated his position that Washington lawmakers refused to give his administration enough time to review the controversial pipeline in order to ensure it wouldn't compromise the health and safety of people living nearby.

"Unfortunately, Congress decided they wanted their own timeline," Obama said in Oklahoma. "Not the company, not the experts, but members of Congress who decided this might be a fun political issue decided to try to intervene and make it impossible for us to make an informed decision."

Rep. Lee Terry, R-Neb., said Obama was attempting to spread misinformation and pointed out that the legislation putting a deadline on Obama's decision included an exception for the Nebraska portion of the project.

Terry appeared with Senate Republicans at a press conference Thursday at which they argued that Obama's actions were little more than a publicity stunt that wouldn't help developer TransCanada Inc. build the pipeline any sooner.

Construction on the 485-mile line from Oklahoma to the Texas Gulf Coast is expected to begin in June, with completion scheduled for next year.

"It's simply to, I think, deceive people into thinking he did something on the pipeline other than kill it," Terry said.

He added that TransCanada was always going to build that portion of the pipeline and that Obama's event Thursday was like "the rooster taking credit for the dawn."

Republicans continue looking for a way to force approval of the overall pipeline, which would tap Canadian oil sands. Terry has encouraged GOP congressional leaders to play hardball.

He suggested including the pipeline in an expected short-term extension of federal highway programs. Such a move would put the Senate on the spot, because without the extension, those programs expire at the end of the month. Other Republicans have indicated a pipeline-free extension is more likely, however.

Obama's two-day trip, highlighting his energy agenda, to Nevada, New Mexico, Oklahoma and later in the swing state of Ohio reflected consumers' uneasiness with high gas prices.

His latest announcement was immediately condemned by environmental groups, which said the president "has gone 180 degrees in the wrong direction in less than 180 days."

Jane Kleeb of Bold Nebraska expressed disappointment.

"When you fast-track a project, you cut corners, and no one should cut corners when folks' land and water is at risk," Kleeb said.
